If your turnover rate is so high that you have to devote the time and money to a radio jingle, the job sucks. Your money and time would be better spent trying to make the job suck less.
Just off the top of my head, here are some reasons people leave jobs.
Not enough pay.
A contradictory or redundant management structure.
Crappy or no benefits.
Just some ideas to get you pointed in the right direction.
